Management Team
Van Rowell - Engineering Director:
Van Rowell came to work with the WSACC Engineering Department on December 24, 2001. On January 1, 2003 Van became the Utility Systems Engineer and became WSACC’s Engineering Director in October 2005. Van has over thirty-six (36) years experience in water and wastewater engineering and other environmental related areas.
Van earned a Bachelor of Science degree (BS) and Master of Science (MS) degree in Civil Engineering from Virginia Polytechnic Institute. Van is a licensed professional Engineer (North Carolina, Virginia, and South Carolina). Van also possesses a North Carolina Grade IV Wastewater Treatment Plant Operator license and a “A” Surface Water Treatment Plant Operator License, and is a member of the Water Environment Federation Association.
Ray Furr - Operations Director:
Ray Furr was hired in the Laboratory at the Rocky River Wastewater Treatment Plant in 1981 by the City of Concord. Ray became Industrial Pretreatment Coordinator in 1986 and Laboratory Manager in 1988. In April 2000 he was promoted to Water Operations Manager and Operations Director in January 2009.
Ray earned a Bachelor of Arts degree in Biology from Pfeiffer College. Ray also possesses a North Carolina Grade IV Wastewater Treatment Plant Operators License and “A” Surface Water Treatment Plant Operator’s License.
As Operations Director, Ray directs the operations and maintenance of the wastewater and water treatment plants, interceptor system, laboratory, and reservoirs for WSACC.
Michael Wilson - Deputy Executive Director Finance:
Michael Wilson was hired in the position of Deputy Executive Director Finance on December 15, 1997. Michael came to WSACC with more than 15 years of progressive financial management experience in state and local government. Michael previously served as Assistant County Manager/Finance Director for Union County as well as several other positions in city, county and state government.
Michael earned a Bachelor of Science degree in accounting from Mars Hill College and completed one-third of the requirements for an MBA degree from Western Carolina University. He is a Certified Public Accountant (CPA) in North Carolina, a Certified Local Governmental Finance Officer in North Carolina, and received national recognition as a Certified Public Finance Officer from the Governmental Finance Officers Association.
Michael held several positions in the North Carolina Local Government Investment Association, including president during Fiscal Year 2002-2003. He is a member of several North Carolina government finance associations.
Michael has earned the national award of Certificate of Achievement for Excellence in Financial Reporting for more than ten consecutive years.
Robin Moore - Deputy Executive Director Administration:
Robin Moore was hired in the position of Deputy Executive Director Administration November 1, 2004. Robin came to WSACC with over fifteen (15) years of experience in the human resources field. She has a strong background in policy development, training, recruiting, and other aspects in the human resources field.
Robin earned a Business Administration degree from Catawba College. She is also certified in first aid/CPR for the American Red Cross. Robin has attended various training classes in the scope of human resources, and communications.
